Im pretty sure there’s websites to do it as well but the easiest way to do it on a laptop is on the account you want to transfer the music to, click on any song (not play) so it is highlighted and turns grey then press control and “a” at the same time which would select the whole playlist. (doesn’t changed anything except part where it says date added to playlist will be reset). You can copy playlists but you can’t transfer them.
